How to unlock the quest: automatically after collecting the Treasure Map.

Quest giver: (point 4 on the map).

Inside one of the huts in the fishing village (point 4 on the map), you will find a Treasure Map visible on the above screenshot. Taking it from the wall will lead you to unlock the quest described in this section.

Note - before you depart on your treasure hunting, make sure that you have a Shovel in your inventory. You can either buy this item or find it in the game world (in the other part of the village, for instance).

The encampment of the mage Tirion.

The treasure you are looking for is located on the beach, to the West from the village (point 4a on the map). It's not advised to try to get the treasure with an underleveled character, as you have to fight Golems on your way there. The destination of your trip is the encampment located on the beach. You will find a mage called Tirion here, who has Jill imprisoned - you must defeat this mage for the side quest "Dangerous Liaison". After you've emerged victorious from the fight, search for a big red cross (X) on the ground and use your shovel on it. Dig out the treasure and examine the contents of the chest - there should be 100 gold and a Schematic for a Fire Opal inside.

Note - the encampment has a hidden legendary item inside.
