How to unlock the quest: through conversation with Bones.

Quest giver: Bones.

You must speak with Bones to unlock this quest.

This quest can be unlocked during the completion of another side quest called "Black Magic Experiments" from the crew quests. After your first visit in the Underworld, and meeting Mendoza, initiate another conversation with Bones. Inform the man that you've met Mendoza during your stay in the Underworld. From Bones you will learn that Mendoza's ship was recently seen near the Taranis Island and it would be a good idea to explore this trail.

After swimming all the way to Taranis Island, you now have to reach its South-Western corner, or to be more specific, the Deadlands, occupied by one of the Shadow Lords. Examine the coast thoroughly, thanks to which you should be able to locate a moored ship near the coast, which can be seen on the above screenshot. Swim to the boat and interact with the ladder to get on the deck.

Find Mendoza's Soul Shard and speak with the dead Inquisitor.

After reaching the deck of the ghost ship, find Mendoza's Soul Shard somewhere here and pick it up (100 Glory Points). Wait for Mendoza to appear and listen to the conversation with the character, during which the Nameless Hero will make Mendoza realize that he has to serve him now. It's worth noting, that Mendoza won't be able to become a full-fledged party member until the main character has his own ship at his command (Bones' sloop does not count).

Note - Mendoza may leave your crew for good and this may happen if you manage reach high values with your character's Soul parameter, i.e. around 90-100 points. After you approach Mendoza, you will learn then that he retrieved his soul fragment and he disappears. After you talk to Bones on this, you will learn that he did not want Mendoza to be a bad influence on him and gave the soul fragment to the Inquisitor.
