How to unlock the quest: automatically after finding a book (Magical Legends).
Quest giver: - (point 16 on the map)
Arrive at the main building of the mages (point 16 on the map) and enter it, which is possible only if you've completed a main quest called "Visiting Rights". Go upstairs and locate a book (Magical Legends). Reading it will unlock a quest, associated with a certain treasure.
Note - the treasure is located on the Tacarigua Island, that is why you have to go to the section with side quests from that location to learn more about the quest.
