How to unlock the quest: through conversation with Brown.

Quest giver: Brown (point 19 on the map)

All you have to do is to speak with Raka again.

It's a very short and easy quest, which can be unlocked during the conversation with Brown, during the side quest called "Crazy Homis". Brown can be found in the cave located to the South of mages encampment (point 19 on the map). After the conversation ends, leave the cave and go back to a gnome named Raka, who gave you the previous mission. The conversation with the gnome will finish the quest (and Raka will go to the mages camp).
