The way to unlock the quest: Talk to Bones.

Talk to Bones and to Margoloth

You can unlock this quest after you have completed the third chapter of the game's main story line so, after you have performed all of the actions connected with the soul ritual in the den f the Oracle on Kila (point 4i on the map). Remain in the den. First of all, talk to Margoloth about the appearance of Nekroloth. Then, talk to Bones (He may either be in the den of the Oracle, or on the ship of your character, near the Pirate Bay). He will single out Horas as the traitor and the one that helped Nekroloth realize his plans. Meeting Bones unlocks this quest.

Demand your promotion within the ranks of the faction that you have chosen

BEFORE you take to finding Horas, it is a good idea to complete a small quest, first of all, i.e. return to the HQ of the faction that you gave joined in the third chapter of the game. Talk to the character that you have met earlier, during the quests connected with your promotion in the ranks of the faction (Drake at the Calador Citadel in the case of the Demon Hunters, Hirutu on Kila in the case of the Natives or Magnus on Taranis, in the case of the Crystal Mages). Ask them to get promoted to the higher rank and receive new elements of your outfit (2000 experience points).

Note - you now need to see the chapter concerned with the main quests on the Taranis isle, because this is where Horas fled.
