How to unlock the quest: automatically after finding the Modern Pirates book.

The place in which you can find the book.

One of the hats in the fishing village (point 5 on the map) has a Modern Pirates book hidden. Examining the contents of the book will allow you to find about the location of one of the legendary items in the game. If you want to continue this quest, you will have to go on the Kila Island.
