How to unlock the quest: through conversation with Frink.

Quest giver: Frink (point 9 on the map)

The correct answer is "The word of the mages is law".

Frink can be found in the North-Western section of the mages camp, as well as near one of the entrances to the mine (point 9 on the map). The character is associated with one of the main quests of the Taranis Island, but you can do a small side quest as well. During the conversation with Frink, you can ask him about the rules obligatory to the watchmen. Frink will want to test the Nameless Hero if he listened to him. The correct answer to the asked question is the section dialogue option - "The word of the mages is law".
