How to unlock the quest: through conversation with Erasmus.
Quest giver: Erasmus (point 4 on the map)
A mage named Erasmus can be found on the upper floor of the main mages building (point 4 on the map), access to which you can be granted after completing the main story quest "Visiting Rights". During the somehow long conversation with Erasmus, you will learn about the mechanisms of the titular reactor and you will unlock another quest associated with it. Erasmus will ask the Nameless Hero for two things - to locate a gnome called Kasim, who went missing with a pair of a very valuable stones, and to find a third monolith stone on the Tacarigua Island.
The first thing you need to do is to solve the problem with Kasim, especially because you won't have to leave the mages encampment to do so. Look around the camp and find the mentioned gnome (point 4a on the map) and have a conversation with him. During the meeting, use a clever suggestion to convince Kasim that someone else wants to acquire the stones, which he has in his possession.
Afterwards, the gnome, according to the plan, will depart in the direction of his secret stash, to check whether his monolith stones are still in his possession. Follow his footsteps, remembering to keep a safe distance, so that he won't notice you and run away. After a short while the gnome will reach a chest located to the North from the encampment (point 4b on the map). Confront the gnome (100 Glory Points), who won't be causing any problems while you take 2 Monolith Stones from the chest (200 Glory Points). Go back to Erasmus and give him the stones.
Note - if you want to complete the further part of the quest given by Erasmus, you will have to go to the Tacarigua Island. Go to the main story quest section associated with the island to proceed.
After you return from Tacarigua, receive the Monolith Stone from Horas (to learn more, see the walkthrough for "A Follower of Magic" main quest) and take it back to Erasmus (point 4 on the map). During the conversation with the mage, tell him that you have obtained the third stone.
Since you already have all three stones, you can start visiting monoliths all around Taranis isle. The Eastern one is close to the harbor (point 4c on the map) and you need to watch out, because there are Scavengers around, among others. After you have secured the area, interact with the monolith and put the stone in place (200 glory points).
The next monolith is in the Southern part of the isle (point 4d on the map). Just like the previous one, it is being guarded by monsters, but it should not be too problematic to eliminate them. Slide the stone into the monolith (200 glory points).
The last one of the monoliths is located in the North-Western part of Taranis (point 4e on the map). Both the area and the path that leads up to it, are being patrolled by various monsters. Activate the monolith by sliding the stone in (200 glory points).
It is a good idea to return to Erasmus now (point 4 on the map) and tell him that all three monoliths are now active. You will be rewarded with 1000 gold pieces.
I recommend you to return to Erasmus (map location 4) only after you will get to the third chapter of the main plot since only then you will be able to finish this quest. Tell Erasmus about activating all three monoliths and watch the cut scene which presents the turning on of the reactor. Once you will finish talking with Erasmus you will participate in a new conversation, however this time you will speak with the most important mage named Zacharias.
