Way to unlock the quest: Automatically, after you find the book (Pirate Stories).

While exploring deadlands in the Eastern part of the map, you can reach a location with several tombs in it (point 16 on the map). Find a book (Pirate Stories). After you read it, you will gain access to a side quest connected with a treasure.

Note - The treasure is on Antigua so, see the chapter with side quests in this location.
