How to unlock this quest: Speak to Alvarez.

Quest Giver: Alvarez (map location 1)

You could kill few monsters when you were headed towards the town for the first time

You can unlock this quest during your meeting with the admiral Alvarez (map location 1) after you will complete the main quest named "Report for Admiral Alvarez". During your conversation your hero will be asked by Alvarez to defeat some demonic monsters that are living in the port town. Basically you need to eliminate few groups of Hellhounds. You could defeat two of these groups while you were traveling to the town for the first time. They were guarding the path near the beach (map location 1a) and on the town's main square (where was the murdered gunsmith called Donovan) (map location 1b). For killing one Hellhound you will receive 50 Glory Points and for eliminating every monster from a group you will receive additional 100 Glory Points.

Travel towards east from the Alvarez's mansion

Another group of Hellhounds surrounds the Blood Oath Square which can be found east of the place where you meet Alvarez (map location 1c). In this area you need to eliminate three monsters.

Notice! When you will win this battle it is beneficial to find Zac east of this location and to tell him that this area is safe now. You will be rewarded with 100 gold pieces.

Hounds in the south warehouse

You can find the next group of Hellhounds inside the warehouse in the south part of the town (map location 1d). You have to eliminate only two monsters here.

Notice! After you will eliminate these monsters you may want to release Flynn which is imprisoned in the warehouse. This character is related to a side quest and you can also trade with him.

Monsters are on a small beach

The last group of Hellhounds can be found on a small beach located toward east of the port town (map location 1e). You have to defeat two monsters here.

After you will eliminate every Hellhound you should return to Alvarez and report him about the entire situation. For defeating every group of Hellhounds you will receive 100 gold pieces and 200 Glory Points, so you will collect 500 gold pieces and 1000 Glory Points in total. Additionally you will receive bonus reward after you will finish the entire quest.

Notice! If you did not meet members of the game's main organizations it is a good idea to focus on this right now. Only this way you may come closer to completing the new main quest named "Pirate Alliance" unlocked by Alvarez.
