How to unlock the quest: automatically after finding a book (Swordmaster).

Quest giver: - (point 16 on the map).

Read the book.

Arrive at the main building of the mages (point 16 on the map) and enter it, which is possible only if you've completed a main quest called "Visiting Rights". Go upstairs and locate a book (Swordmaster). Reading it will unlock a quest, associated with a certain treasure.

Note - the treasure is located on the Kila Island, that is why you have to go to the section with side quests from that location to learn more about the quest.
