You complete this quest during the conversation with Bones

This is a very short quest and in order to complete it, you need to have a short conversation with Bones. You can do that at any point of the game, e.g. right after you meet Bones for the first time (after he brings you back to life at the Caribbean Coast). During the conversation, Bones will want to tell the Nameless One about the dread he has recently had. You need to listen to what he has to say to learn about the Fog Island.
