All That Money Can Buy is the title of another story quest in Starfield. Our walkthrough shows how to reach the Stroud-Eklund building in Neon city, how to do a background check on the seller and check the security in Astral Lounge, how the negotiations for the artifact will play out, how to unlock the elevator in Slayton Aerospace building, how to reach Slayton's office and how to successfully survive the confrontation with him and finally how to leave Neon.

Visiting the Stroud-Eklund building in Neon city
- With the quest initiated, talk to Walter Stroud. He will accompany you to Neon - a city on planet Volii Alfa in Volii system.
- The quest marker will lead you to an elevator - choose Stroud-Eklund from the list of destinations. At the office, you'll be welcomed by Issa Eklund. You will receive 2 new objectives and you can tackle them in any order.
Checking security in Astral Lounge
- One of the markers leads to Astral Lounge. Start by talking to the bartender - Boone Morgan.
- Ask Boone about security and the possibility of buying VIP protection. You can now act in 3 different ways - pay 4,500 credits, use Persuasion to lower the price to 1,000 credits, or refuse completely. Having VIP protection will make the confrontation in Astral Lounge later in the mission easier.
- You will also receive an objective to investigate the door controller. Go to the VIP balcony and locate the computer. You can hack it (lowest security) to activate remote door control. This is optional, but will come in handy later during the negotiations.
Checking the seller
- Go to Newill's Goods in Neon and talk to James Newill regarding the meeting with Walter Stroud.
- You can decide not to use his services (you won't get extra information on the seller), pay 2,500 credits, or use Persuasion to receive the tip for free.
- The tip will lead you to the seller's sleepcrate - after reaching it, you need to pick the lock (lowest security). Inside the container, access the computer and read 3 private messages.
Finding the seller in Astral Lounge
- After completing both objectives, return to Walter Stroud in Stroud-Eklund office.
- Go with Walter to Astral Lounge. You need to locate the seller in Astral Lounge's main hall - your target is Musgrove, found at the wall near the large suitcase (screenshot). Select the first dialogue option, which is the correct password.
Negotiations for the artifact
The negotiations will take place in the VIP section. The available choices may be affected by actions from the previous part of the quest.
- You can lock the door remotely if you've hacked the computer. This way, Musgrove cannot escape.
- You can also make use of VIP protection, provided you've bought the service from Boone. This will make the guards not attack you.
- You can straight up grab the artifact or threaten to attack Musgrove. This won't initiate combat, only scare the seller enough.
- Alternatively, you can lead the conversation skillfully (second option, second option, first option) to refuse the demand for a double rate for the artifact. This will make Musgrove accept the initial offer.
Each of these variants ends with you getting the Nu artifact.
Confrontation with Slayton's agent
When attempting to leave the VIP lounge, Slayton's agent will stop you and demand that you give him the artifact, which is said to belong to his employer. Available options are:
- Completing a Persuasion check - this will resolve the situation peacefully.
- Ordering the security to attack - this is only available if you bought the VIP protection.
- Attacking the agent - this will begin a combat sequence, and if you paid for protection, the security won't attack you.
Using the elevator in Slayton Aerospace building
Talk to Walter and Issa. From Issa, you'll learn that Slayton has issued a blockade on the Neon spaceport and you need to deal with him. Exit the Astral Lounge, reach the elevator and travel to Slayton Aerospace.
You need to access the elevator in the lobby and this can be done in a few different ways. 2 of them start by talking to Ryleigh in the lobby. You can:
- Complete a Persuasion check - if successful, you'll convince the woman that you have an appointment with Slayton.
- Attack her - all nearby guards will turn hostile to you.
Alternatively, you can:
- Break into the side room - the door is protected by level 3 lock. Beyond the door, you'll find a terminal controlling the elevator. It also has to be hacked (level 2 lock).
- Alternatively, you can pickpocket Ryleigh for the access card.
Regardless of the variant you've chosen, ride the elevator. Unfortunately, Slayton will halt the elevator before reaching the needed floor.
Getting out of the building
- For the next section, we recommend avoiding detection, but this is not mandatory. The plan is to follow Issa's instructions to reach the building exit safely.
- Issa's commands are very precise - she will tell you to e.g. use ventilation shafts, or stay still until guards/robots look the other way. In case of being detected, you can defeat all encountered enemies or quickly run away. Reach the exit (screenshot above).
If you have Sneak developed, make use of the detection meter. The bar cannot turn full orange.
Climbing Slayton's tower
- Outside, you'll encounter more hostile guards and avoiding them may be problematic. Nevertheless, if it comes to fighting, you shouldn't have any problems dealing with them.
- Look for stairs and balconies leading to higher floors. Ultimately, you need to reach one of the roofs and from the final balcony, you can access the tower leading to Slayton's office.
Confrontation with Nicolaus Slayton
The confrontation will begin after going past the inactive elevator shaft. There are two main variants to it:
- Attacking Slayton and his men - this will lead to a quite difficult battle. Consider retreating to the shaft to not be attacked from many sides at once. The hardest of the enemies is Slayton himself (level 20).
- Persuading Slayton not to attack - this is done without any Persuasion check. You can easily persuade him to negotiate with Stroud.
If you've chosen the peaceful option, you need to decide about the fate of the captured Musgrove. You will find him in the next room. The main variants here are:
- Releasing Musgrove - Slayton won't object to this;
- Arresting Musgrove;
- Killing Musgrove.
Regardless of the variant you choose, Slayton will allow you to leave and escape Neon via ship.
Returning to the ship and escaping Neon
- Get to the elevator to leave the building. You cannot fast travel straight to galaxy map here - you need to return to the landing pad yourself and board your ship.
- Save your game before sitting in the cockpit, As right after the next quest begins - Starborn - you'll have to deal with a potentially difficult encounter in space. For completing this mission, you'll receive XP, 10,000 credits, and a rare weapon - Fiscal Quarter.
