The walkthrough for the Freestar Collective mission called Shadows in Neon informs you what to do to receive information from Billy Clayton, a slate from Grace Early, and how to meet the Rangers in Akila.

Journey to Neon

1. After completing the Where Hope is Built mission (its walkthrough can be found in our guide), go to the Freestars Rangers headquarters in Neon city - it is on the planet Volii Alpha in the Volii system. Go talk to Jaylen.
2. Follow the man to Ebbside.

Billy Clayton - obtaining information

Billy Clayton has the information you need. However, he is not willing to share them.

1. At the beginning of the conversation, you will see the option to bribe the man, but this will not convince him.
2. If you succeed at persuading him, you will receive the information right away.
3. Otherwise, you will have to complete a mission for Billy.

1. If you weren't able to convince Billy right away, then you have to go to the second part of Ebbside. Go talk to a member of the Syndicate. He will let you into the warehouse if you bribe him (1,000 credits) or persuade him. Showing the Rangers' badge won't work.
2. Inside, you will need to speak with Emmet Goodman. You can deal with the man in three ways: convince him (persuasion), pay him (4,000 credits) or attack him. By choosing the third option, you will have to confront Emmett - several members of the Syndicate will attack you.
3. Return to Billy - he will now share the necessary information with you.

Meet with Grace Early

1. Go to Madame Sauvage's Place. Go talk to Grace Early.
2. It doesn't matter what options you choose during the dialogue - the woman will tell you the information you need and give you the slate either way. You can even use persuasion, but it will only be helpful for potentially increasing the rank of this skill.

Return to Akila

1. You must go to the planet Akila in the Cheyenne system. Enter the Rock and talk to Alex Shadid.
2. After handing the slate to the man, go up one floor to the sheriff. Talk to him to complete the mission - you will receive XP and 9,300 credits.
3. After completing the Shadows in the Neon mission, two more faction quests will be unlocked, which you can complete in any order: On the Run and Surgical Strike.
