This quest is part of: Become a Pirate

The quest can be activated in two different ways. The easiest one is to accept it from Captain Steelbeard [#1], whom you can find on the ship in the pirates' settlement. When you talk to him after completing the Find Steelbeard quest, the cutthroats' chieftain will tell you about troubles with rum deliveries. The scenario can also be initiated in the tavern during a conversation with Booze [#2]. First, though, you must complete The Water Carriers and The Sugar Shipment quests.

The quest is as simple as it can be. If you had reestablished the water deliveries to the camp (see: The Water Carriers) and taken hold of the sugar stolen from the Inquisition (see: The Sugar Shipment), there will be a new dialogue option available when talking to Booze. The Nameless Hero will ask what happened with the rum delivery to Steelbeard. The innkeeper will promise to take care of this matter personally and leave the tavern a while later. If you decide to accompany him, you'll witness the two pirates having an interesting conversation in the middle of the settlement [#3].

Wait patiently until the gentlemen agree and then talk to Steelbeard. In order to finish the quest, you'll need to tell the captain that you'd handled the rum delivery. The pirate will be so grateful that he'll take it into his assessment of your deeds. You can find more information on this subject in the Become a Pirate quest.
