Spencer [#1] - the innkeeper of the port city's tavern. Found behind the bar, where he stays day and night. He sells Bloody Mary and some food.

Emma [#2] - the witch of the port city, who lives in one of the smaller cottages. She can sell you most of the ingredients necessary for voodoo rituals, all kinds of recipes and one legendary item - the Voodoo needle. In her house there is also a voodoo altar which you can use to prepare the finished products.

Henri [#3] - a artisan who makes pistols. He's connected with the quest Shooting Match with Henri. He sells ammunition, several kinds of pistols and schematics for The Twins.

Quinn [#4] - a con man hiding outside the port city. He can sell you a lot of equipment required for thieves (including rare items such as parrots or monkeys), as well as expensive, but effective, weapons and clothes. If you talk to him properly (Silver Tongue at 50), you can learn about other items in his offer - the tavern key (worth 300 Gold) and a Treasure map (200 Gold). Both items can be bought without knowing what they really are. The former is connected with the Gibson's Grave quest, the latter with The Treasure on a Rocky Plateau on Antigua.
