Quest giver: Carlos [#1]
This quest is part of: Following Garcia's Trail
Leave the Inquisition's fortress through the door on Carlos' right, and pass the bridge. You will be stopped by a guard who'll tell you that Mauregato's house is just on your left [#2]. A guard will stop before you can go in. If your Silver Tongue is 55 at least, you can persuade him to your point of view, though even without diplomatic resources the way to the apartment is open for you.
Inside, you will be approached by Mauregato's Servant who wishes to know what brings you here. It doesn't matter what you tell him, you'll still be free to talk to the man upstairs. Unfortunately, regardless of the chosen dialogue option, you'll be gotten rid of. This means you need to find another way.
If on the Sword Coast you have sided with the Natives, you can obtain Mauregato's Wig and use it to possess him. Go to the east part of his house and take the Claim ticket [#3]. Show the document to the merchant Pantaleo [#4] (if you don't have it, you can simply steal the Wig from him, as long as your Thievery is at least 75). Regardless of the chosen option, the item will be yours. Lastly, go to the second floor of the hotel and use Di Silva's altar [#5] to create a voodoo doll. With it, return to Mauregato and use your magic.
In the body of the grumpy politician, go to the cathedral [#6] and talk to Custodio [#9] there, who will inform you about a council meeting. Then, tell the man on your right, Puco [#10] how he should vote (for or against the alliance with Mara). Sneak into Mauregato's office [#11] to steal the Incriminating letter (you need to do it before going to the library!). In the library [#12] read the scroll with High Council Rulings - it will end the Following Garcia's Trail. Enter Godin's office [#13] (opposite the reading-room) and tell him about the meeting. Meet with all the politicians in the main hall and carry out the voting. Unless you vote for the alliance with Mara and then reveal your treachery, the outcome of the voting will have no effect on the plot. Otherwise, you'll be killed and the quest will be cancelled! If that's what's happened, the only other way to solve the problem of Garcia is to do the Errand Boy quest.
If you want to disgrace Mauregato, steer the voting into not supporting Mara, and then admit to treachery. The man under your control will lose his position in favor of his opponent - Azuro. The quest ends when you go back to your body.
If on the Sword Coast you have sided with the Inquisition, the Mauregato! quest will end the moment you talk to man in question. Since you weren't able to gain anything, ask the townspeople about the wanted pirate (see: Follow the Servant). When Azuro's Servant [#7] stops you and you talk to his master [#8], you'll start the Errand Boy quest, which is the proper solution to the current problem.
Two things to sum up:
- If you completed the Mauregato! quest is a way typical to voodoo mages, you won't be able to complete the Inquisition's quests (see: Errand Boy). You can get the most number of Glory points by helping Azuro with his mission, and then impersonate Mauregato (which means combining both quests).
- If you chose the Native way, keep in mind that you need to obtain the Incriminating letter from Mauregato's office first, and only then read the High Council Rulings scroll - otherwise the context will be unclear to the Nameless Hero and the quest will be failed!
