Wait until the first pole goes down and jump on it. Then, jump over to the second pole and land on the board that sticks out to the right.

Press the switch to activate the second pole again and wait for it to come up. Jump to the pole and land on the concrete blocks.

Turn around, wait for the pole to come up, and jump onto the wooden planks - Dying Light 2: The Wharf (Windmills) - list of all - Windmills - Dying Light 2 Guide

Turn around, wait for the pole to come up, and jump onto the wooden planks. Another switch will be to the left. This time it will activate the concrete blocks that you stood on a second ago.

Wait for the pole and concrete blocks to line up and jump back on them. Once you move up, jump to the top of the structure.
