Wait for Matt's summons
The game will not allow you to do any specific mission objective immediately after starting this quest. Instead, you have to wait for Jack Matt to speak on the walkie-talkie . In the meantime, you can, for example, explore the city or do some side quests.
In our case, Jack Matt called at sunset, around 7:30 p.m. according to the game clock. He will invite Aiden to a meeting in the canteen.
Meet with Jack and Juan at the Fish Eye
You have to get to Fish Eye and go to the canteen. To the right of the bar counter, you will be stopped by Wierzbowski, but after a short talk, you will be permitted upstairs. The meeting is linear.
Ask Frank about the VNC Tower - an optional mission objective
After the talk is over, you have to meet with Lawan in Fish Eye. During the meeting, you can focus on reaching the Tower or talk to Frank first.
If you've chosen to speak with Frank, you will find him drunk in one of the rooms next to the canteen. You can ask him to tell you more or leave him alone.
Talk to Rowe at the VNC Tower
Sooner or later, you have to go to the VNC Tower located in the Garrison district. You can get there in two ways:
- If you have not activated Garrison electric station yet, during the travel, you will find out that the contact with it has been lost. You will be sent there to investigate the problem (we have described it in the subpoint).
- If you've already taken over the Garrison electrical station, you can continue the main part of the mission right away, which is reaching the VNC Tower.
Find out what's going on at the electrical substation
If you received a message about the substation from Rowe, you need to go there first . You can resume the travel to the Tower only after activating the electrical station in Garrison.
After reaching the station, you will notice that the area is full of Renegades, and you need to deal with them first. In particular, watch out for Renegades with spears, who can effectively attack from a greater distance.
After killing them, you have to enter the substation and start a puzzle about restoring the power supply. One important thing differs from the puzzle in substations in the A Place to Call Home main quest - some cables can be connected to two different places based on the numbers and letters next to them (e.g. to the number 1 and to the letter C). The idea is to unlock a new path first and then connect the power generators to activate electrical substation.
In this case, you have to first pull the cable to the red slot C (picture 1) to open the gate to a new room (picture 2). Only then should you pull the cable to the red slot 1.
The rest of the connections won't be that difficult anymore. You can have some troubles in the basement because when you connect the generators, electric discharges will appear in the water. You can try to jump on the crates or go through the ventilation shafts and open one of the gates from the other side.
After making all connections and activating the substation, you have to use the elevator on the lower level. You will reach the control room. Make sure you have collected loot and turn on the electrical station. Another group of Renegades will prevent you from doing it. You don't have to fight them in the small control room - you can, for example, retreat to the neighboring balconies. To get rid of the Renegades officer use a bow because he uses dangerous heavy attacks in hand-to-hand combat.
After the fight, try to turn on the substation again. You can hand over this building to any faction - Peacekeepers or Survivors. As a reminder, this doesn't affect the game story but only the types of rewards unlocked by the city affiliation mechanic.
There is a safe with an inhibitor in the substation - the combination is 3 1 4. You can find a list of all safes on the Safe Codes page.
Talk to Rowe at the VNC Tower - continuation
Continue your travel to the VNC Tower (after activating the electrical station or immediately if you had already managed to take it over). The area around the entrance to the Tower's lobby is fenced, but you can climb one of the objects to jump over the gate or the barbed wire. There is also a container with inhibitors in front of the Tower. Rowe is waiting in one of the rooms at the back of the lobby.
After the lights go out, you have to follow the other Peacekeeper to the elevators. Talk to Wierzbowski to get new guidelines.
Get to the other tower
Enter the elevator, climb through the opening in its ceiling and jump to the open door. Apart from "regular" zombies, there are also Volatiles on the floor - they are very strong and dangerous types of the infected. Attempting to fight them directly is very risky. The Volatiles can kill a hero very quickly after they catch him using melee attacks or after jumping towards Aiden. Additionally, you don't yet have a UV flashlight to scare them off.
If you still want to try to fight the Volatiles, consider placing traps in the area (e.g. mines) and using a bow or Molotov cocktails to weaken these monsters from a distance.
Sneaking is a much better option . Move with the flashlight turned off, preferably staying to the left side of the room. Additionally, use Survivor Sense to locate Volatiles - they will be marked with a distinctive red color. The Volatiles are busy patrolling the area, but it is possible to sneak past them.
The last of the Volatile guards the exit from the location. You cannot perform takedowns on them, so stealth is recommended. Hide on the right side and wait for Volatile to walk away from the exit and go left. Then, quickly sneak to the next part of the Tower.
Go to the power distribution room
The lower door leads to the mission objective. Watch out for the standard zombies and Night Walkers nearby. We recommend that you focus on the latter - it is best to return to the upper floor to fight only with them.
The new path will lead you to the place where you will meet Leon. Pick up the items lying next to him (machete and DIY grenades) and talk to him. If you agree to deliver the letter to his wife, a new side quest, Last Will, will appear in the journal. You will be able to deal with it later in the game after you leave the Tower.
Restore power
Open the door and move on. You will reach the place where Chris is. He turned into an infected, so you have to fight him. After winning the fight, use the switch.
Check the fuses
The game will mark the fuse boxes to check. Completing this mission objective will be interrupted by infected Walkers who will appear in this room. The faster you complete the mission objective, the fewer monsters you will have to defeat. The facilitation is that there are many first aid kits in the area.
After checking all the boxes, go back to the first switch. In addition to restoring the power supply, you will also activate traps that will help in eliminating the remaining enemies. Stand in such places that the zombies will fall into traps while chasing Aiden. The main character will contact Row only after killing all the monsters.
Go to the place where Leon was before. You won't find him here, but it will be enough to update your mission objective.
Pull the cable through the basement
The cable-pulling puzzle consists of two parts. The first part is much simpler. Reach the green point A and pull the cable with you. Go with it to the red point A (picture above) and put the cable in the socket. Pressing the button will unlock a new passage.
Take your time with the second cable. Jump into the flooded part of the basement first and examine it thoroughly. Aiden have to swim through its left side. Swim from the other side to the locked gate underwater from the picture above and open it.
Now go back to the previously passed green point B. Pull out the cable, jump into the water and swim in a straight line. Passing through the open gate will allow you to reach red point B faster (picture above), and as a result, the cable length should be sufficient.
Meet Rowe at the camp on the 8th floor.
You will activate an elevator near the place where you have plugged the second cable. Use it to get to the 8th floor.
During the conversation with Row, he will give you a GRE detector, but you will use it the first time only at the end of this mission.
Wait with the squad until Matt arrives
This is a simple mission objective - approach the Peacekeepers and take with them. It doesn't matter which dialog choices you select. You can continue to select optional dialogue options or go to rest. You will also unlock a safe zone.
After Matt shows up, you need to talk to him. Join the rest of the Peacekeepers in the elevator. After exiting the elevator, there will be an unexpected attack of monsters that you could not prevent in any way.
Check for survivors
For the first time during the game, you will encounter Boombers. The zombies will try to run up to Aiden when they detect him, and if they get within your proximity, they will explode. The bow is perfect for eliminating these monsters. You can attack Boombers from higher shelves or a safe distance. Other ranged attacks, for example, with DIY grenades or throwing knives (you can find them in the area) can also work. This way, try to clear the area of the exploding zombies.
To complete the mission objective, use Survivor Sense to locate the bodies of the Peacekeepers who dyied in the attack. You will obtain their dog tags this way.
Find Rowe and get the transmitter
You can find Rowe barricaded in one of the small rooms near the place where the monsters attacked. To locate it, follow the red footprints (survival sense) and move the board.
Find a way out
The exit door from the room is locked, and soon Night Walkers will appear here. You have to fight them. Use any weapons and other gadgets.
During the battle, Aiden will activate a kind of "monster mode" - he will temporarily transform into a beast, and you will recognize it by a different view mode. You can use this mode to get rid of all infected without any risk.
Find the Nightrunner equipment
Use the newly unlocked passage that will lead you to the elevator. Jump to its open hatch to get to the elevator shaft. You will find a grappling hook attached to the wall of the elevator - a new important gadget you will be able to use from now on to make your climbing easier.
You have to complete the mandatory tutorial on placing the hook in one of the active slots related to accessories. Additionally, you have to set the grappling hook as active to be use it.
Use the grappling hook to get out of the room
The new gadget shots a line with a hook, which can attach to various surfaces - this only applies to those where the crosshair icon appears (you have to set the grappling hook as the active). Use the grappling hook on the yellow element near the ceiling (from the picture above) and swing on the rope to jump to the upper balcony.
In the next room, also aim at the objects near the ceiling. This will allow you to swing on the rope and make a jump. The more challenging version of this mechanic is to use the grappling hook several times in a row. To do this, you must:
- attach to the first object
- swing on the rope and jump,
- launch the grappling hook in flight towards the next object,
- swing again and take another jump.
Using the grappling hook, you should face the object you aim for - otherwise, this action may not work.
Get to the roof
Take the stairs and be ready to fight the next infected. Again, you have to use the hook to jump onto shelves and vertical walls with objects to which you can attach (example in the picture).
Climb the subsequent elevator shaft and reach the double doors leading to the roof of the currently explored building. You will watch a cut-scene here.
Find a way to the main building
There is a small crane on the roof, and you have to interact with its control panel shown in picture 1. The crane will rotate.
By changing the crane position, you can use the grappling hook to attach to the boom (picture 2) and, after swinging on the rope, jump to the other side.
Reach the top of the VNC Tower
Get ready for a long climb. You have to use the hook on the next yellow elements to reach the new places.
On the way, Aiden will get to a room with the infected. There are Bombers among them, so it's a good idea to shoot them from above with a bow. Regardless of what you did, you have to reach the hole marked in the picture, which you can recognize by UV lighting.
Continue climbing skillfully using the grappling hook. Be careful after you start to move along the outer wall of the building because any mistake will lead to death and resuming climbing from the last checkpoint.
Yellow grapples at the corners of the building may be problematic - an example of one is shown in the picture. After attaching to such an object with the grappling hook, you have to swing to reach a new shelf or another grapple located behind the corner (not straight ahead).
Turn on the transmitter and mount the device
You will reach the Broadcast Tower on the roof (the picture above). Your task will be to climb to its top.
You shouldn't have any problems with most of the climbing - you have to repeatedly grab the yellow elements by jumping to them or using the grappling hook. On the way, you can also lower the ladder in case you make a mistake, so it will be easier to return to the top.
The end can be challenging - you have to jump to the vertical elements of the tower. The picture shows an example. Aiden can grab them and keep climbing. On the highest balcony, you will find an interactive box.
Important choice - Give control over the transmitter to Juan or Frank
You will have to make an important choice at the end mission. You have to decide to whom to give control of the tower:
- Juan: you take the side of the Peacekeepers, which will give you a main quest called Empire later in the game;
- Frank: the tower is taken over by the Survivors, and you will later receive a main quest called Nightrunners.
- Choosing the left dialogue option means giving control to Juan, and the Peacekeepers will benefit from it.
- Choosing the right dialogue option means giving control to Frank, and the Survivors will benefit from it.
Regardless of your decision, Lawan will appear after a while, and you will advance to the next main mission, The Shoe.
