Restoring attribute and skill points
Briefly put, you can't respec your character in this game. Spending your attribute points is final - once you confirm your choices in the character screen, you won't be able to recover them. The same goes for skill points. Perks obtained from skill teachers are permanently assigned to your character and you won't be able to recover any spent points.
Maximum character level
It should be added that there is no maximum character level in Elex 2. You can continue leveling up Jax until you run out of ways to earn experience points. This partially makes up for being unable to respec your character - you can adjust your build by leveling up, then developing other attributes and buying new skills.
A great way to gain experience, attribute and skill points is to drink Elex Drinks, which can either be found in the game world or crafted. Small drinks give experience, medium ones provide attribute points, and large ones grant skill points. It's also recommended to complete all quests, especially the main storyline, as this will earn you a lot of experience points. Completing the game also involves filling the world map with high-level opponents, who will net you another dose of experience points. These enemies can often be found near fast travel points.
