This page of the Elex 2 guide contains a walkthrough of the Billy Idol Concert quest. You receive this quest after hearing of a concert in the radio - it should happen early on in the game.
Festival-goer Achievement
The mission is very simple and only requires you to reach a specific place. This is, specifically, the amphitheater near the Bastion. A marker on your map should help you get there.
After you reach it, a cutscene showing the concert will start. This completes the mission and rewards you with experience. Although the quest doesn't bring any specific benefits, it lets you obtain all achievements in Elex 2 - finishing the quest unlocks the Festival-goer achievement.
