The gang hideout is located in the multistory garage in The Loop. You can make it into the hideout, e.g. by hacking into the blue elevator or by taking one of the entrances at the bottom level.
The target of the mission is staying at one of the higher levels of the garage and, along your path to his staying place, it would be a good idea to act from shadows. You will run into the first enemies at the second level, counting from the very bottom. It would be a good idea to get rid of them by using the suppressed weapon or, e.g. by hacking into the car alarms of the vehicles parked here and taking them down in melee.
There are two ways in which you can make it to the level, where the target is staying - either take the staircase, or the main ramp for cars. Personally, I recommend that you go for the latter, thanks to which you will not have to avoid detection, after you reach every higher level.
It would be a good idea to spend some time on hacking into the nearby cameras (also the ones on the guards patrolling the area) to locate the target (the above screenshot). This will make it easier for you to plan on the next steps to take.
Since the target is under observation, from several other enemies, I would suggest that you eliminate them, by using a suppressed weapon. Try not to alarm the target because, as soon as he senses danger, he will get into the van and start escaping. If this is what happened, steal one of the cars in the garage catch up with the van and stop it, by hacking into the elements in the surroundings.
Street Cleaning
The gang hideout is in the back alley of the buildings. It is the Northern part of The Loop and you can approach the hideout along one of the alleys.
Before you do anything, start the Profiler and start hacking into the cameras around the hideout. Mark the successive enemies, thanks to which you will locate the target, sooner or later.
While marking the enemies in the restricted area, you have probably noted the enemy sniper and it would be a good idea to deal with him, before you try to reach the target. The sniper is camping at the rooftop of one of the buildings. You can approach him from behind, by hacking into the nearby forklift to get to that rooftop.
Only after you have eliminated the sniper, you can start taking the steps towards eliminating the target. I recommend that you approach from the North-East, by taking the alley to the North. Wait for the nearby "regular" enemies to walk away, (or distract them with the gadgets or by hacking), approach the target quickly and attack him in melee. After the successful action, leave the red zone through the same alley, best before the rest of the enemies realize what has happened.
Two for One
The gang hideout is, quite unusually, in a public space, which is frequented by many civilians. These are the upper levels of the big square and it is only them that are treated as the restricted area.
Start hacking into the cameras high above and mark, with the Profiler, the successive enemies. You need to reach, ultimately, the two targets shown in the above screenshot. Reaching them, however, is not going to be easy, because each is surrounded by several other enemies. Apart from that, the area is being watched over by a sniper.
Reaching the balconies and rooftops, of the nearby buildings, themselves, may prove problematic. Many of the obvious ways to infiltrate (ladders, stairs, etc.) are being well guarded. I recommend that you start climbing in the spot shown in the above screenshot (the area to the North-East of the targets), by getting onto the successive ledges and climbing onto the rooftop. It is worth pointing out, here, that you can move between the neighboring rooftops over the glass domes.
I recommend that, after you reach the rooftops, you start a step-by-step elimination of the enemy forces. Use the suppressed weapon and remember about the abovementioned sniper, as well as about using the nearby walls, and the other covers. After you approach each of the targets, lure the allies away, or him himself, and leave, eventually, the restricted area.
