The gang hideout is at the building site in Parker Square. In particular, you need to take interest in the building located in the Eastern part of the red zone.

Climb onto the successive elements and hack into the forklift

Try to reach one of the higher levels of the Eastern building. The climb is not too complicated and it is a good idea to make it easier for yourself, by climbing onto the forklift and hacking into it. Still, you need to watch out for the single gangster, who may be staying around and distract him, or eliminate him.

The target of the mission is staying in the locations shown in the above screenshot. Do not haste too much to get to him, because the nearby corridors are being patrolled by, at least, two other enemies. It would be a good thing to get rid of them, especially that it will not encourage the target to flee, after their corpses are spotted. After the successive melee attack, exit the construction site.
