Where to find Judge Waldhar?
After receiving the briefing from Captain Brant, proceed to Verworth's southern district. After passing through the northern gate, head to the eastern part of the palace complex. There will be a tower located behind the ox stable. Enter it and follow the stairs down.
The palace complex is a restricted area, your Pawns will not be able to enter it. Companions will return to you when you leave the area.
The guards patrolling the dungeons will attack you if they spot you. Fortunately, their sight range is poor, so all you need to do is stay a few meters away. However, try not to run into them. Judge Waldhar is in the first cell on the right. Open it with the key received from the captain. In the conversation with the judge, he will ask you to prepare a room full of books for him. After receiving the new mission objective, leave the dungeon.
During the infiltration of the palace and other places where entry is forbidden, you can make your task easier by wearing a Marcher set - Marcher's Helm, Marcher's Armor and Marcher's Cuisses. This is the armor worn by castle guards, so you will look like one of them, which should prevent the guards from attacking you if they detect you. In the vicinity of the castle and in some castle rooms, there are several chests, each of which hides a separate set of this armor.
How to complete The Caged Magistrate quest?
Return to the Captain in the tavern and report your progress. Brant will send you to the slums located in the western part of the city. In the small square, you will encounter Kendrick - an older man dressed in blue robes. Give him a donation and he will ask you for a favour. Your task will be to find a missing boy - Malcolm.
To learn more about Malcolm's whereabouts, you need to find a girl named Aimee first. If it is currently nighttime, you should find her sleeping in a large building in the center of the slums. Aimee will reveal that Malcolm embarked on a quest to explore the crypts located underneath the city. With the new findings, report back to Kendrick.
Kendrick will ask you for help in exploring the crypt. Follow him to the crypt entrance next to tower ruins. The crypts layout is not complicated, so you should come across the missing boy quite quickly. A cut-scene will be initiated where Malcolm leads you to a found room filled to the brim with books and scrolls. This place should be perfect for Waldhar. Report back to Captain Brant and the next stage of the quest will be to rescue the judge from his dungeon cell.
How to get Judge Waldhar out of the dungeon?
Go back to the dungeon where Judge Waldhar is staying. Share with him the information about the room. The man will ask you for help to get out of the dungeon.
The corridor is guarded by two sentries that patrol the room by walking around it in a circular fashion. They are not very observant, so all you need to do is wait for them to pass the cell, and then slowly start moving right. Avoid being detected by the guards by hiding behind pillars and make sure that the judge is following you.
After emerging from the corridor, you'll encounter bars that can be opened with the key obtained from the Captain. Go down the stairs until you reach another grate that leads to the seashore. Use the key again, and you'll open the way out.
Judge Waldhar will thank you for your help and leave. The task is now complete - you can return and brief Captain Brants.
