You will find the treasure map in the northwestern part of the island.
To unlock access to it, you need to shoot down a cargo net. Equip the bow and fire it at the the lock to drop it down. The newly unlocked area contains the map.

The treasure is in the southern part of the region, on a small isle located in the middle of the lake.
