Stand next to the entrance gate and open it carefully. You should also make sure that you take cover, because the building is swarming with enemy units, and there are many guards walking near the entrance as well. Wait for the right moment and enter. Take the first turn to the right and climb up the stairs. Make your way along the balconies, and use the balustrade in the form of a cover. Go towards the window shown in the above screenshot
Walk through the window and shimmy to the right. After a while, you will reach another window so, you need to return to the building. Do not let go of the ledge and shimmy to the left as far as you can, and stop at the balcony that was inaccessible earlier. As you probably noticed, this area is being patrolled by a single rebel and you need to wait for him to go left.
Pull up quickly and go ahead. Walk through yet another window. Shimmy to the right here and reach the last window, which you will recognize by green frame. Pull up again but, do not let go, just like in the previous case, because the room below is being patrolled by one of the rebels.
The easiest way, would be to land on the guard in the room below but, it isn't necessary. You can equally well wait for the enemy to stop in the position shown in the screenshot. Let go of the ledge and break into the Blacklist Laptop here, which will grant you additional 40 thousand dollars.
Quickly, hide behind the table in the middle of the room. Be ready to change your positions at the cover, because the armored enemy will be patrolling the entire room. He will be stopping at all exits from the room, as well as at the laptop. Wait for him to stand in the spot, from which it will be impossible for him to watch the only opened door. After he does, leave the room.
Right after you walk into the next corridor, turn right and open the blue door, which will take you to the staying place of Jadid Heidos. Fisher will have a longer "conversation" with him. At the end of the meeting you will be able to decide if you want to murder Heidos, or spare his life. It is better to go for the latter option to keep your hands clean. Still, Heidos will commit suicide.
Additional tips for the Panther/Attack playing style: It is a good idea to attack the guards from balconies above, and take advantage of the fact that there is only one staircase that leads to them. Watch out for the armored terrorist in the room with the laptop - according to the game's suggestion, it is best to catch him from behind or land onto him because gunning him down isn't that easy.
