Start by destroying the headlight located to the left, because it is lighting the entrance to the new area and, as a result, you might be spotted by one of the terrorists. Open the door and go ahead, stop under the balcony above. Wait for the high-value target to appear in front of Fisher. Sneak up to the enemy from behind, grab him and drag him away, under the balcony. Only then knock him down and tie him up. Thanks to this, you won't need to drag the body into the spot where it is safe from being spotted.
Walk over to the right part of the room, where you have just assaulted one of the enemies and go, slowly, towards the opposite end of the hall. To the extent it is possible, keep close to the balconies above, which will prevent the enemies, patrolling above, from spotting you. After you reach the area shown in the screenshot, walk over to the left side of the hall and follow one of the enemies that is probably patrolling the ground floor of this location.
Stop once the enemy that you follow stops, i.e. to the right of the exit from this location. Patiently, wait for the terrorist to go right and, only then, set out towards the passage to the next area.
I recommend against hurrying here. The corridors round the corner are patrolled by an armored enemy. Wait for this enemy to start walking along one of the side corridors, and only then, resume your walk. This will lead you to another manhole shown in the above screenshot. Open the manhole and make it through the tunnel, which will ensure you safe passage to the ladder to the underground tunnels. Soon after you reach the new location, you should receive a reward for neutralizing the high-value target (up to 30 thousand dollars).
You need to be VERY careful here, because there is quite a number of guard dogs around and you can be easily sensed by them. Wait for the animals to walk away, grab onto the pipe attached to the ceiling, located to the right of the starting point for this location.
Keep moving along the pipe and ignore the barking dogs, which won't be able to alarm anybody. You need to take the path shown in the above screenshot, so you need to take the pipe that goes to the left, after you reach the first fork, and turn right after you reach the end. .
If you have performed all of the actions in accordance to the plan, after you reach the end, you should reach an enclosed area, away from dogs. This, of course doesn't mean that your problems are now history. You still need to reach the ladder marked by the game. Again, wait for the animals to walk away from Fisher and hide behind the cover that you pass on your way to limit the time that you spend exposed. The last part of this walk, in spite of the increasing in strength symptoms of gas-poisoning, is definitely the easiest. You need to climb up the ladder and, after you make it into the room with the enemy wearing the yellow uniform, turn towards the dark part of the room to the left, to walk around this terrorist. The game will soon initiate a very important, when it comes to the entire plot, cutscene.
Additional tips for the Panther/Attack playing style: Remember to avoid engaging the armored enemy into direct fight. In the room with the dogs, you can use the grenades, because the animals are, at first, close to you.
