Terrorists are occupying two top floors of the nearby structure and there is the high-value target among them. I recommend to start securing this area with the highest level. You can get there along the ventilation shafts. The entrance to one of several available ones is located to the right of the starting point and you can get there over the ladder. It isn't the only way around because, you can grab onto consecutive balustrades in the central part, or climb over drain pipes.
By default, on the top floor, there should be five enemies. I recommend that you deal with the standard guards at first. The easiest variant is to use the crossbow equipped with sleeping bolts or electro-shocking bolts. It isn't the only option, of course and, apart from that, the crossbow is best left for the end of the mission. The other noteworthy solutions assume hiding near balustrades and knocking down the enemies as soon as they approach (it is a good idea to help yourself with the decoy) and jumping down on terrorists down from the pipes under the ceiling. Regardless of how you behave, you must hide bodies because the guards can help each other and the person that you knocked down may, as a result, recover completely.
You are probably going to experience the most problems with the heavy armored enemy. They usually stop in areas that difficult to aces. If you want to deal with such an enemy in a melee combat, you need to remember that you need to take the terrorist from behind, or land on him. For the end leave the sniper that is sitting to the far left. In this case, eliminating the enemy is a piece of cake, because the sniper is busy observing the area.
When it comes to the lower level, you can access it in a variety of ways also. You can get there over the stairs, first of all, although using them may prove risky. Another interesting variant is to locate, near the place where the sniper previously stayed, a vertical pipe over which Fisher can slide down. The least elaborate way is to return to the starting point and start jumping towards consecutive ledges in order to end up next to the balustrades of the middle level.
In the middle level, you will encounter further terrorists. I recommend that , in the initial phase of securing this area, you hide behind the balustrades, raise the enemies' interest with the decoy and then knock them down. Only after the preliminary cleansing of this area, start sneaking up to the enemies from behind and knocking them down. You should apply special measures for the heavy armored enemy that it will be safest to jump on. At all times you should, of course, remember to conceal the bodies.
The high-value target, mentioned at the beginning of the description is staying in the right side of the middle level and the best way to get him, is to sneak up to him from behind, i.e. from the side of the damaged metal structure (the above screenshot). Grab that enemy and drag him into a darkened spot to knock him down. Afterwards, prepare the target for extraction. I recommend that, for the end, you leave the enemies gathered in the left part of the level that you are currently securing, including a sniper. After you have secured the entire area, make your way to the bottom, in any way you want, and approach the firemen hiding on the left (this will initiate a cutscene) and receive the reward for the high-value target (of up to 30 thousand dollars).
Additional tips for the Panther/Attack playing style: be on a lookout for explosives deployed on the ground and target them if a terrorist appears near one. It is faster if you, eliminate the armored enemies with grenades or frag mines.
