Before you move towards the buildings in the harbor, spend some time to learn about the current conditions. Around, there is a guard dog so, you need to remember to keep the safe distance from the animal. For the first time, you will also be dealing with enemy snipers here. You will spot these by the red laser beam from the rifle. The presence of snipers forces even more frequent using of covers because, if you are spotted by one, you will have precious little time to avoid being detected. Fortunately, snipers do not observe one selected spot for the entire time so, it all boils down to waiting until they start checking the other area.
Take the first plank to the mainland and approach the spot with the abovementioned dog, very carefully. Just like usually, I recommend against going for forceful solutions. Instead, wait until the animal walks away from Fisher and, only then step into action. Now, you should make it to the roof of the railway car here.
Go ahead, after a moment you will reach a metal passage which is worth using in the form of a cover. Do not hurry, each time wait for the enemy sniper to turn away, which will allow you to continue. Soon, you will have to dismount the upper catwalks so, for the next time, wait for the dog to move away from you, because you will be quickly detected otherwise and attacked. Climb onto the neighboring metal structure and keep going.
Approach the booth with the sniper inside carefully. I recommend that you wait until the enemy goes to the right, and start moving then. Once again, jump down and take the stairs that lead up to the place where the enemy is. Fortunately, you do not need to come close to the sniper and climb onto the booth only. Go right and locate the ladder. Climb up the ladder, use drain pipes further on and reach the first rooftop, where you will watch a cutscene.
Additional tips for the Panther/Attack playing style: If you are planning on attacking the dog, you need to wait for him to get behind the railway car (it needs to disappear from the sniper's sight) and jump onto it from the roof. Remember that you can collect the enemies' weapons. If you don't mind using a non-suppressed sniper rifle, you can collect it from the first one of the encountered enemies.
