Note that there is a new high-value target in the tunnels that you are about to explore. This means that you will have to modify your route in such a way, as to surprise and neutralize the target without killing them. Start by grabbing onto the balustrade and moving over to the balconies above. Make sure that you are now in the right part of the main tunnel and jump towards the pipe attached to the ceiling.
Keep moving towards the individual marked by the game. Stop only after you reach the place where the pipe turns right. Make sure that none of the enemies is looking your way, drop down from the pipe and jump, quickly, over the balustrade to the right (the screenshot), which will take you to a side, corridor.
Let go of the balustrade and drop onto the catwalk below. Go ahead to walk around the targeted person from the right. Stop at the corner shown in the screenshot and wait for the high-value target to appear here. When the moment is right, press the melee key/button to grab the enemy. Retreat with the enemy to the side corridor, which you took to get here, and then render him unconscious.
Note- if you have not been quiet enough, while surprising the high-value target, it is possible that one of the guards will set out to find the "missing" ally. In such a situation, I recommend that you position yourself at the corner again and take out this enemy, also by surprise.
Again, stand at the entrance where you have just taken the high-value target by surprise. Notice that one of the terrorists is patrolling the main tunnel and you need to wait for him to go left. Only then, walk out of the hiding, turn right and reach another manhole. Slide down the ladder, receive the reward for neutralizing the high-value target (30 thousand dollars at most) and initiate a cutscene of the meeting with one of the terrorists. Finally, the game will allow you to decide if you want to kill the terrorist or just knock him out, with the latter being a better option.
Additional tips for the Panther/Attack playing style: You can easily jump onto the enemies walking along the catwalks overhead, which will eliminate them without you taking any risk.
