Climb up the stairs and approach the heavily guarded police station. I recommend that you turn to the right as soon as possible, and approach the fence, so Fisher can climb it and make it to the street. Watch out for the dingle guard that is patrolling the street, and wait for the enemy to go left. Only when it is safe here, approach the destroyed part of the wall shown in the above screenshot.
Do not catch onto the wall because Fisher would automatically jump over it and be spotted as a result. Use the radar or place the camera in a position that will enable you to determine that it is safe at the other side. Only then, make it over the wall to the yard and hide behind the nearest cover.
You now need to consider how you want to get inside the police station. I recommend that you choose between two variants. The first one assumes that you go left, i.e. towards the main entrance to the yard around the station. Enter the small booth, turn right and prepare a sticky noisemaker. Throw the device as shown in the screenshot. If it goes off in the correct spot, it will draw the attention of both the guard and the dog that is staying around.
Turn left quickly and jump over the window to leave the guard booth. Approach the structures to the left. Start walking here and be careful, especially in the spot where you are to leave out into the open again.
The second variant assumes that you walk along the right side of the yard. In this case, it is most important to time the entire action well in order to prevent being spotted by one of the guards along his route. You need to reach the roofed structure shown in the above screenshot and climb onto it before you are spotted by one of the guards or the dog. After you mount the structure, go towards the marked destination by using a small recess. Thanks to it, you will get down from the roof in a safe spot.
Both of the above variants will allow you to reach the same spot, i.e. the police station's entrance. You should keep your vigil because, if you have not distracted the enemies earlier, there will be at least one guard patrolling the nearby areas and you will have to wait for him to go towards the yard. After you gain access inside, you should listen to the conversation that will let you know of your next objective.
Additional tips for the Panther/Attack playing style: It is a good idea to stun or kill the dog silently, e.g. by letting it sniff Fisher out and wait for it to appear in a secluded spot. If you are going to launch an onslaught on the yard in front of the police station, you should take advantage of the fact that there is only one entrance gate (the enemies can't jump over the destroyed wall.
