You should turn your attention to Library early on if your character depends on magic to a large extent. Of course, it also applies to your party members. In Library, you can create powerful spells, including Edicts. Remember that resting in the Library temporary increases your party members' Lore bonus and magical skills.

In the Library, you can't directly increase your equipment's parameters like in, for example, the Forge. Its role is limited to offering the help of the available recruits and the possibility of conducting researches as your party acquires experience. If you want to effectively use the said upgrade, you have to build it very early in the game.
