Beginning the quests
The quest will be updated in your journal only if you decided to investigate Burning Library once you returned Sentinel Stand. You need to travel to Effigy and rescue one of the Oath Bound - Maric.
Effigy
Effigy is a small village near the Burning Library. You will quickly notice that the majority of locals consists of Sage's Guild members. Speak with Renata - leader of the Guild in Effigy. Regardless of the dialogue options that you choose, you will have to face all the sages in the village. This will be a challenging task as most enemies can cast area spells. Apart from Beastmen that accompany them, they are not characterized by high endurance.
Once the fight is over, search the nearby roof where Maric is located. At this point you can betray the alliance and murder him. Pay attention to dialogue options as you will have many lines like that, before you actually pick the right one.
Set him free and two more scouts will reveal themselves. The scout will instruct you on how to reach the Burning Library, and can give you Ties that Bind. Your task would be to finish Maric's work and destroy the source of knowledge in the Burning Library.
Enter the Burning Library
Reach Burning Library Entrance and you will noticed that it is overrun by Scarlet Chorus. They won't be aggressive but each conversation will is a choice between killing the interlocutor and going your own way. Head for the north-east part of the location. There, you will find The Censor, who will react if you try to enter the Burning Library. The dialogue options won't affect much, as The Censor will hide in the Library in the end, and you will have to face all the members of the Chorus in this location.
As soon as you enter the Library you will notice a barrier that will prevent you from moving forward. Interact with it and you will learn that there is a specific sequence, which will allow you to activate it. Stick to the available chambers and head east.
Soon, you will come across one of the Sages. He is injured and likely to die soon but if you talk with him, you will learn that the cabinet behind him, contains a part of the code that can be used to activate the barrier. Interact with the cabinet (Lore 27 required). This part will allow you to deactivate the barrier presented in the screenshot.
Searching for the code
Your task is to find the remaining parts of the code, and thus reach The Silent Archive. No sooner than you pass the barrier, will you come across Scarlet Chorus. You can use Subterfuge to eliminate their leader.
If you head north, you will come across another group led by Gaptooth. Use Subterfuge again to convince her to leave her spot and eliminate another group. You won't find the missing parts of the code here. Use the only available path to reach the lower part of the ruins.
Reach Burning Library - Lower Ruins and you shall encounter Gaptooth and her companions, surrounded by corpses of other Scarlet Chorus soldiers. Move north and use the stairs to reach the elevation with the statue. In the corner of the map, you will find another shelf and a tome with another part of the code (28 Lore required). Head south along the only available path on this level. Watch out for traps on your way (46 Subterfuge required).
Cross the stone bridge to get to the south part of the location. There you will find the Oath Bound Maric was talking about. Defeat the Chorus (the character is immortal, so don't pay attention to his health). Reach the most southern part of the location. You will come across another tome with a piece of the code inside (28 Lore required). In contrast to the previous tome, this one is guarded by banes.
Not far from the shelf with the tome, there is entrance to the other part of Burning Library - Upper Ruins. Use it.
Use the only available path and soon you will encounter Bone Whittler. You will be informed that he prepared an ambush for the rest of his scouts, and has a part of the code and a wounded Oath Bound. You can convince him into killing one of the sages (one enemy less to deal with).
Another piece of the code can be found in the north part of the ruins, and in order to reach the shelf, you will have to pass a pile of debris (48 Athletics required). Speak with the Oath Bound and promise to protect the Sage, and collect the vellum from the shelf near the Disfavored (28 Lore required). You will lose the incomplete code and earn complete code that grants access to The Silent Archive. Once you pass the pile of debris, the Scarlet Chorus will become hostile towards you and you will have no choice but to kill your enemies. Defeat them and return to the Oath Bound. Head west and reach the edge of this upper level of the ruins. You will find a rope that can be used to get to the barrier blocking access to The Silent Archive.
There you will come across a group of banes, and Gaptooth's gang. You will have to deal with both groups by force. In order to remove the barrier, first interact with the largest sign, then the smallest, the one on the left and finally the one on the right. The barrier will disappear and you will be able to access The Silent Archive.
The Silent Archive
The target location isn't too big but there is a platform in its middle part (see screenshot). As soon as you try to reach it, The Censor and her group will approach you. Regardless of the dialogue options, you will have to fight her to complete the quest.
Once the fight is over, you should look around for hidden treasures, as it may no longer be possible after you interact with the key object of this quest.
Click the vellum and try all the dialogue options (optional). Now you will have to decide whether you will destroy the vellum (as requested by Ashe) or keep it for yourself. Regardless of your decision, the Archive shall be destroyed and once you leave the Burning Library, Edict of Fire will end.
Finish the quest
Before you head for the Ironhaul Trail, Maric congratulate you on your progress and suggest to contact Archon of War. If you want, you can talk with him before you leave and complete The Ties That Bind.
If you took the vellum, you may lie to Graven Ashe and tell him that you were authorized by Tunon to do so. You won't face any consequences. If you destroyed the vellum, Ashe will be glad. Regardless of your decision, inform him about your last mission and Extinguishing the Flames will be completed. Furthermore, another quest - The Tiers Will Shake, will be added to your journal (you can read more about it in a dedicated chapter).
