First steps
Playing as Athens is very similar to playing as Sparta. You can support your ally fighting Epirus and conquer two regions in Macedonia or use the port and move to the east, towards Asia. I personally recommend using the first option: eliminate Epirus and then move to conquer Crete and Rhodes.
So prepared you can start marching to Asia and conquer provinces located near sea. When you are feeling strong enough you can attack Macedonia and eliminate it out from the game. Full control over Hellas, Macedonia and few other regions will provide you with steady cash flow. Now you just have to gather mercenaries and complete campaign objectives.
The easiest to achieve is military dominance. Thanks to experienced fleet you can easily make a landing in Italia, Magna Graecia, Africa and Aegyptus. In case of economic and cultural victories you'll need a long march inland, but due to lack of good melee units it is not a good idea.
