First steps

You start the game being at war with Aedui - you can begin with moving towards Bibracte region controlled by them. In the meantime try to create a confederation with Pictones, Vivisci or Volcae. If you do not succeed, there is still a chance. Your next attack should be directed towards Burdigala region (Aquitania province) and Tolosa (Provincia province). If it is possible, you should try to establish trade contacts with Massalia.

Your next step is conquering entire provinces: Aquitania, Provincia and Celtica - Victory conditions and first steps | Factions - Arverni - Factions - Arverni - Total War: Rome II Game Guide

Your next step is conquering entire provinces: Aquitania, Provincia and Celtica. Now everything depends on the chosen victory option. In case of cultural domination you just have to conquer Belgica and Germania Minor and then move along to Galatia et Cappadocia.

Military victory and economic one are more difficult and require conquering regions located on three continents and oversea journeys. If you like challenges you can do it but if you just want to win, I suggest focusing on getting cultural domination.
