First steps
Due to a specific situation between Athens, Sparta, Macedonia and Epirus I suggest attacking your northern enemy from the very beginning (you can use a crossing located in the middle of the bay, so you will avoid trespassing Athens territory). Your first target should be Larissa and after strengthening the second army you can directly attack Apollonia.
At this point you can go south, heading to Rhodes and Crete. City-state located there can be conquered or considered as allies. To take full control over Hellas you'll need an alliance with Athens - it shouldn't be difficult but when your neighbor refuses too many times, you can conquer him eventually.
Now you can cross Adriatic Sea and attack Rome, conquering Italia and Magna Graecia or finish the conquest of Macedonia. The next step will be Asia province and then the remaining regions needed for victory.
