Expansion and development of the province | Strategic map TW: Rome II Guide

When you select any city in the province, you'll be able to start its expansion. In order to make your settlement bigger, thus adding another spot for a new building, you have to have sufficient excess of the population (information given by a bar in the upper-left corner). Number of people needed to expand the city can be checked by moving a mouse cursor over the uncultivated land symbol.

If requirements are met, click LMB on expansion town options and your region will get new building spot. Now select it and then choose one of the available buildings: you'll see its price, as well as building time in turns. If you do not have a required technology or resources, just move the mouse cursor over the red icon to check what requirements are not fulfilled.

Always use empty building spots! If they remain undeveloped, after two turns they will automatically become slums. Such location consumes large amounts of food and decreases public order in the province, giving only minimal benefit in terms of increasing natural growth. In addition, the removal of such location and converting it back into a development site requires some funding and time.

Each building built in the city provides bonuses for the entire province. A temple built in the capital will increase public order in all regions. Same is with farms and food distribution, propagation of culture and increasing the population. Also buildings which ensure bonuses to trading and taxes will be active in each province in the given region. This means that, if possible, you should force specialization of the each location.

The province capital is the only one with 6 development sites - the remaining settlements can only maintain up to four buildings. In addition not all constructions can be built in cities and vice-versa: there are no farms or pastures in Rome. Because of that, if you are not familiar with a tree of available buildings yet it would be good to save the game before creating a new development site. Thanks to that you'll be able to easily cancel the wrong decision you made.

In Total War: Rome II you can build several construction at the same time, what helps in easy reorganization of the province. Just destroy unneeded military buildings and in the next turn you'll be able to start building new farms, marketplaces or ports.
