Taking control over the whole province allows you to use special legislation giving huge bonuses to the entire location. To do this, simply select first option and then the edict you want to use. Regulation will go live in the next turn and stay active until you opt it out or lose one of the regions of the province.
Sample edicts for Rome:
- Bread and game: increases public order and food production
- Romanization: facilitating the spread of Latin culture and reducing the costs of recruitment of auxiliary troops
- Harvest taxes: increases income in the province
- Commercial stimulation: significantly increases the revenues generated by the commercial buildings and slows decrease of the slave population
The effect of the edict can be modified by the presence of some building. For example trading port increases by 5% income generated by trading buildings during running of Commercial Stimulation edict.
Edicts should be enacted depending on the needs of the given location. Central provinces, in general having the highest number of people, work perfectly under the influence of Harvest Taxes and island trading locations: Commercial Stimulation. Bread and Games is very useful in case of quick conquering enemy province - it will reduce penalties to public order and lack of food, allowing you to stabilize location faster. Once you manage to control rebellious moods, you can switch the edict to Romanization, until you reach 100% impact of Roman culture.
While expanding the province you should pay attention to building which give bonuses to particular edicts. A trading port above increases effectiveness of Commercial Stimulation - several ports will multiply this effect. As a result, the target province (Magna Graecia for example, due to a number of coastal cities), will quickly fill out your treasury. If you leave in this location an agent "working on the field", those effects will be even stronger!
