Skill selection
Same as with champion, skill selection depends on the role you're planning for this character. Almost always the first step should be unlocking dignitary, to open the path for other skills based on authority. Universal set of skills for the character which will spread your culture and prepare lands for invasion is philosophy and demagogy. Such character will often accompany the army, so we can also develop martial philosophy to decrease upkeep costs.
For characters staying in the depths of empire there is only one effective path: dignitary and then politics. It will increase tax income generated in provinces, which can be then used in central location, focused on agriculture or trade.
Two other branches are not very effective and they should be developed only after reaching selected skills in authority tree. Provocateur and then propaganda fit perfectly with philosophy, rapidly spreading your culture on provinces. On the other hand, for dignitaries who developed demagogy we can unlock conspirator and then develop intrigue, which effectively blocks enemy province.
