First steps
I recommend starting with attack on Parthava. This is challenging opponent but its settlement west from your territory, Zadrakarta, is poorly defended. After winning this location and strengthening it you can start to prepare for invading Susia on the south. At this moment you can start slow development of your country and send one of your armies north towards nomads' terrains.
The next step is to conquer Hecatompylos and thus the entire Parthia province. Now you can attack Aria and then Baktria. Moving slowly south you'll be able to block to way to India.
Only now, after building solid empire, you can move further west and fulfill campaign objectives. Military victory is quite simple, because after conquering Syria you'll be able to send ships directly to Italia. Economic and cultural dominations are more challenging, since key provinces are scattered through the entire ancient world. However, if you survive a difficult start, the rest of the game should be very easy. Your elite eastern units will easily deal with western style of fight.
