Scrap of Paper #1

Scrap of Paper #1 can be found by searching a chest in the shipwreck located on a small island south from Stellar Basin main archipelago. You don't have to perform Dredge, simply choose the upper dialogue option.
Move the Scrap to inventory and continue searching.
Scrap of Paper #2

The second Scrap is on the main eastern island of Stellar Basin. You need to search the wooden boxes by interacting with them.
In addition to Scrap of Paper, you will also find Bolt of Cloth , Lumber and Trinket there.
Scrap of Paper #3

For the third Scrap of Paper, go to the island opposite to the previous one. This is the western part of Stellar Basin. Search the wooden chest found at the shipwreck.
You'll find Scrap of Paper #3 and 2 Trinkets there.
Treasure location

Once you have all 3 Scraps, you can join them together. The cross on the map marks the location of the hidden treasure .
The treasure is in open sea south-west from central Stellar Basin. You don't have to do a Dredge, simply interact with the item to get its contents.
