Your gang is not only a group of people patrolling the streets. It's a complex organization which may be upgraded and developed. New skills require a specific amount of cash and crafting materials. Skills also have different levels which require previous levels to be unlocked first. The Ringleader category of skills will make Rooks stronger and Blighters weaker. Insider allows you to somewhat control the encounters generated in London. Swindler will help you with the general income.
The best option is to start by learning the upgrades which are going to increase your income and make traveling through city easier. The most important are definitely Police Bribes and later on Notoriety. Thanks to these upgrades the police will ignore you minor crimes (such as theft) and Blighters will not attack you on streets unless you provoke them. It will help you complete many missions much easier and will decrease the chance of being randomly attacked. Try to also invest in Swindler branch starting with Pub Investor. Every level of this category will increase your income as well as the capacity of your safe. The earlier you will invest in the Swindler branch the faster you will gather a lot of savings which you may use to develop even further, mostly in the power of your Rooks.
Ringleader
Rook Training I - Your rooks start on the 5th level.
Allies in Arms - When Rooks are engaging a fight they start by opening fire toward enemies.
Rook Training II - Your rooks start on the 7th level.
Enhanced Firepower - Rooks volley is stronger and sometimes allow them to eliminate a couple of targets.
Rook Training III - Your rooks start on the 9th level.
Rook Riders I - Rooks are going to ride in carriages.
Rook Riders II - Even more Rook carriages will spawn.
Rook Carriage - Rook carriages are more durable what is not really important however this upgrade opens the door to another one which is very significant.
Cavalry Call - You may summon a Rook carriage in almost any part of town and instantly send them to battle. To use this ability again you have to wait a couple of minutes. It is a great distraction device and a powerful tool to remove the guards from some entrance.
Rook Watchers - he Rooks now have Watchers, who use firearms.
Rook Brutes - The Rooks now have Brutes, who are tougher than other types.
Rook Enforcers - The Rooks now have Enforcers, who use long range weapons.
Carriage Sabotage - Blighter carriages become less resilient.
Poison The Well - - Reduces initial health of Blighters.
Dull Blades - Blighter weapons become weaker.
Bad Powder I - Blighter weapons often misfire.
Bad Powder II - Templar guns often misfire.

Police Bribes - A very useful ability which will force the police forces to ignore most a lot of your crimes.
Notoriety - At the beginning of the game almost all of the Blighters are going to attack you what makes completing the missions much more difficult. This ability will force them to keep their distance unless you will provoke them to fight you.
Little Rooks - Your streets will now spawn children which you may interact with to receive money, crafting materials and supplies such as the ammunition.
Delivery Service - More hanging barrels appear around the city.
Explosive Delivery - More explosive crates appear around the city.
Growler Boom - The Growler will spawn more often in the city.
Dispatcher - Fire Trucks will spawn more often in the city.
Medicine Market - This upgrade will be essential for further development. Allows you to buy medicines from shopkeepers.
Mad Science - Allows you to upgrade the voltaic bombs.

City-Wide Craze - Hallucinogenic darts are now cheaper.
Bomb Discount - Voltaic and smoke bombs are now cheaper.
Black Market Affiliation - Bullets are now cheaper.
Black Market Ties - Items are 20% cheaper. This upgrade will allow you to save a lot of money later on.
City Takeover - Gang Upgrades are cheaper.
Ale Heist - Increases the amount of income-related missions.
Shell Company - You receive more money for completing a mission.
Rate of Income - Increases the basic income as well as the safe capacity.
Pub Investor - Increases the income. Increases safe capacity by 500.
Pub Games - Increases the income. Increases safe capacity by 500.
Bookmaker - Increases the income. Increases safe capacity by 500.
Tea Magnate - Increases the income. Increases safe capacity by 500.
Shop Investor - Increases the income. Increases safe capacity by 1000.
