Carefully follow the target, first on foot, then in carriage.

Walk with the officer, and then go to the marked destination. Use the eagle vision to locate your target. Then, carefully follow him outside, where he will enter a carriage. Do the same and, while not allowing him to get too far away, ride under the house at which he will walk out.

You can locate your target from the building ahead.

Then, jump to the roof of the nearby building and use the eagle vision to check the situation. You should find the false money and the main objective - the printing plates. Everything will be guarded by few enemies. Start with the side objective - use the zipline to get to the building in the restricted area. Then, go to its other side (the one that is closer to the street) and carefully get down, towards the open window. Wait for the enemy standing there to go to the ground floor (perform the assassination when hanging under the window) and jump inside. The money will be lying on the table, burn it.

Enemies in the building are constantly turning away from the window.

Once inside, kill the enemy standing at the second window. Then, walk below and wait for the opportunity when another guard will look outside the window. If you have previously killed the enemy at the stairs, no you will have a free path to the printing plate. Otherwise, either wait for him at the stairs or get the plate when he will be on the ground floor.

The place from where you can quickly get to the room where you can return the plates.

Once you have the required item, go back to the bank. When standing before the crowd, eliminate the guard in order to allow the people to enter inside. Then, in the main room, get up and bypass the two guards. Jump below behind the gate and open the door to the next room (Lockpicking II skill). There you can return the stolen printing plates to their place and then leave the bank in any way you want and talk with Abberlin.

Challenges

Burn the counterfeit money - walk in through the window on the other side of the building when the enemy standing there will go to the ground floor. This will give you an opportunity to easily enter inside and burn the false money lying on the table.

Let the civilians into the Bank - after reaching the bank building, kill the guard standing in front of the crowd.
