Entrance through the roof will allow you to perform an air assassination.

First enter the nearby factory. The best way to do it is using the open entrance on the roof (there's a single opponent there). Inside you will find only few enemies, kill one of them by jumping straight to the bottom. Then set three bales of wool on fire.

Steal from the foreman to get the documents.

Once the fire starts, steal the fire truck and drive it towards the factory. Then go with the foreman to the first floor. When he will take the documents and leave outside, steal from him when hidden in the crowd. Finish the mission by going outside the restricted area.
