Stun the first enemy you meet in the sewers, and then wait for the two in the next corridor to turn around.

Go with Roth towards the National Gallery. Talk with two kids, and then jump to the sewers. Wait in the first corridor for the enemy to turn his back on you, quickly run closer and stun him. Now find the pair of enemies moving through the last sewer. Wait until they will be coming back towards its end, then sneak up and hide in the niche on the right side. Wait until they pass you and after that leave the corridor from the left when the other enemy will be deeper in the room.

A good moment for the kidnapping.

At the end, in the niche on the left side, you will find your target - sneak up from behind and perform the kidnapping when the woman will be turned in opposite direction. Get back towards the carriage, use the same route as previously, this will reduce the detection risk almost to zero. Watch out for the policeman at the gate on the surface.

Blend in the crowd and kidnap the target when it turns.

Your second target is in the park. After getting to the location, jump over the fence when there will be no enemy carriages patrolling the territory nearby. Then, walk to the center and wait blended in the crowd. Utilize the moment when the target is turning and walking away, to quickly kidnap him.

A weakly protected exit from the garden.

Then, go to the side exit, which is not protected (from the side through which you came, it will be on the right). Only single enemy is walking nearby, you shouldn't have trouble with bypassing him. On the other side of the street two enemies are walking, so stick to the wall and stop when you will be in reach of the carriage. Slowly go towards Roth's carriage and push the kidnapped man inside.

When the policeman will turn and walk to the cell, jump inside.

The last destination is the police station. Jump on the building under which you will stop the ride. Your objective is on the highest floor of the building ahead. You will obtain a perfect position by getting close to the window (just above the "Metropolitan police" sign). Wait for the officer to turn towards the bars and sneak undetected through the window. Performing the kidnapping will be extremely easy as the target is alone in that room.

Bypass the guarded exit by turning right.

Walk slowly to the lower floor. Wait at the stairs for the guard to enter the nearby room. Then, walk lower again, watching out for another policeman. When standing in front of the entrance you will notice a guard blocking the passage. Turn right at the bottom and pick another exit.

Wait in the last alley until the policeman walks away from the street, allowing you to pass.

Pass two talking guards in the next alley. Wait for the third one, located behind the wall, to enter deeper into the alley, thus uncovering the passage that leads to the street. Once you leave the restricted area, you can easily walk around the street and go to the carriage (watch out for random policemen). Finally, just ride to the destination point.

Challenges

Do not kill anyone inside the Target locations - don't perform the assassination, avoid enemies or, if needed, stun them.

Don't let any target escape from being kidnapped - when taking the target to the carriage, don't let yourself be detected.
