Changing your outfit to winter one wont save you from the low temperatures - Ghost of Tsushima: How not to freeze? - World exploration - Ghost of Tsushima Guide, Walkthrough

Changing your outfit to winter one won't save you from the low temperatures. There are 3 main ways to avoid death by freezing:

  1. Quickly descent to the lower parts of the mountains. Once you return to areas with slightly higher temperatures, the problem will completely disappear. Unfortunately, this is not possible if you have reached high-altitude locations after a long climb.
  2. Reaching ignited campfires.
  3. Reaching campfires that have to be ignited - you have to press the R2 button.

In the case of variants 2 and 3, take a break for short while at a burning campfire so that the protagonist can warm up his body and continue traveling through ice cold areas.
