On this page of the Final Fantasy VII Remake Intermission guide you can view the location of Steel Reaper, an additional weapon usable by Yuffie.

Steel Reaper can be found during the course of After Him, a story mission in which you pursue Zhijie who is being chased by Shinra corporation soldiers.

Steel Reaper is located in the area shown in the screenshot above (Shipping Facility - Mid Level). You'll pass this location by while pursuing Zhijie, so you can't miss it.

While pursuing Zhijie, take a look at the purple chest which is on the left - open it, and Steel Reaper will be yours.

Steel Reaper has one less Materia space than Yuffie's basic weapon (4-Point Shuriken) but offers a bigger bonus to damage. Steel Reaper special ability, Banishment, increases the damage of other abilities after using ATB.
