An example of a Metal Flower
Metal Flowers are unique objects found in the game world which can be hidden behind question marks. Initially you won't be able to interact with them and the game will recommend you to return with a tool needed to do so. You shouldn't completely ignore the flowers though, as finding them will mark them on your map, letting you get to them easily after you get the necessary gadget.
Getting the Vine Cutter - Seeds of the Past quest
To interact with metal flowers you need the Vine Cutter. It can be obtained during the Seeds of the Past main quest - a relatively late-game mission tasking you with finding DEMETER.
During this quest Aloy will visit The Greenhouse and interact with a holo project, obtaining a Dissolution Code Module related to the flowers.
Shortly after getting the module she'll be able to use a Workbench. Interacting with it will let you craft the Vine Cutter.
Using the Vine Cutter on metal flowers
The game will immediately let you test out the tool on a metal flower found in the facility. After finding the metal flower you must hit it with your spear a few times to "open" it. Then you must press R1 to insert your spear into it.
Using the cutter can remove vines coming from the flower. During the Seeds of the Past main quest this lets you progress, but in case of the flowers found in the game world you'll be able to unlock secret areas and caches of valuable loot.
