How to acquire it
The rooted block appears only under azaleas. Just dig under the tree to get to this kind of blocks.
You can also plant Azalea on ordinary dirt or clay. When you use bone meal on it, the substrate will turn into a rooted version.
Rooted dirt can be purchased from a merchant.
Usage
Using a hoe on rooted dirt causes the blocks to turn into ordinary dirt, and next to it the roots fall out.
The roots can be used for decoration, e.g. hanging from the ceiling. They can hang even under water.
The roots can be used as fertilizer, in the composter.
