This skull is a bit different because you can find it while exploring the open world. It's not found in a location associated with any of the main missions.

The skull is located on the border of the areas visited in the Graveyard and Reformation acts, west of one of the markers of the main mission The Sequence.

This collectible is very hard to reach – at the very top of a small vertical structure. The easiest way to get there is by using Flying vehicle - you can collect 2600 points of valor and take a wasp from any of the FOBs or steal a Banshee from your opponents.

While piloting a flying vehicle, you can fly up to the shelf with the skull and jump out of the cabin at the perfect time. This is easier to achieve in the Wasp, as you can force this machine to hover in spot and land.

It can be more difficult if you don't have any flying vehicles yet and you still want to get the skull. In this case, you would have to climb to an even higher shelf northwest of the skull marker, and then perform a perfect long jump. It involves using the Grappleshot after getting close enough to the shelf with the skull to avoid falling down (assuming that landing on the shelf with the find was not ideal).
